New bills introduced in the Minnesota legislature would require any debt buyer that files a collection lawsuit to produce certain documents including proof that notice was sent to the consumer thirty days before filing suit, a complete chain of title along with other details about the debt, and proof of service when seeking default judgment if a consumer does not respond to the complaint.  Failure to comply with the new law, if enacted, would result in a $2,500 civil penalty for failing to attach the required documents or a $5,000 civil penalty if a false affidavit is filed in relation to a purchased debt.
