The New York City Council recently passed legislation that reforms the way process servers do business in the city. Process servers will be required to use GPS to record the date, time and location of every service. They will also have to be licensed by the Department of Consumer Affairs, which will require passing an examination, and obtain a bond that can be used to satisfy an unpaid judgment. Consumer activists hope that the new bill will prevent sewer service and, ultimately, the large rate of default judgments obtained against consumers who were not aware of any pending litigation.
